The Department of the Interior and Local Government (DILG) signed a Memorandum of Understanding with Central Philippine University (CPU) and four other schools namely- Northern Iloilo State University (NISU), University of San Agustin (USA), University of the Philippines Visayas (UPV), and West Visayas State University (WVSU). The MOU was signed on April 13, 2023 at Diversion 21 Hotel, Mandurriao, Iloilo City. Dr. Lenny Rose P. Mucho, CPU RCECC Director signed on behalf of CPU President Dr. Teodoro C. Robles.

The schools mentioned are included in DILG’s Local Resource Institutions (LRIs). In cooperation with the Iloilo Provincial Local Governance Resource Center (IPLGRC) and the Universities, DILG was able to forge a partnership called “KUMBUYAHAN” (Ilonggo term which means company), with Iloilo Provincial Local Governance Resource Center.

DILG Provincial Director Engr. Carmelo F. Obista, CESO V in his message clarified that “The partnership will serve as a knowledge hub and a repository of knowledge materials relevant to local government and the general public. Program Manager LGOO VI April Mae V Plazo mentioned that “The programs are anchored with the current government administration; with the aim to collaborate with the academe and public service agencies, provide training to improve lives of constituents, to enlighten youth and the public on the campaign against drugs among others. Thus, “Buhay Ingatan, Droga’y Ayawan” (BIDA) was born.

“The synergy began at the provincial level, and was given impetus by the LGU’s.” She recalled that in 2019, government personnel were driven by awareness for security; working from home at that time due to COVID19 pandemic. Local government units were inspired by the outcomes. Committed individuals at the DILG successfully formulated programs, which for now are shared over the social media.
