Jail Chief Superintendent Joel Sistosa Superficial.

In 1991, the current Jail Chief Superintendent Joel Sistosa Superficial, DSC, graduated from the Central Philippine University College of Nursing. In the following year, he joined the Bureau of Jail Management and Penology uniformed service through a lateral entry- with a rank of Inspector (equivalent to Lieutenant in the Armed Forces of the Philippines).

He later served as Jail Warden, and then as Provincial Jail Administrator. Because of his dedication and good performance in his tour of duty, Superficial was promoted Regional Chief of Staff and Assistant Regional Director of BJMP Region 6 in 1992.

Superficial has a sense of success which is quite inherent in every Centralian. He took a Master’s Degree in Management at Philippine Christian College and received his diploma in 2001. He proceeded to take a Senior Executive Course at the Philippine Public College in Manila and in the U.S., at the Federal Bureau of Investigation in Los Angeles, California. Upon his return, he was promoted to Jail Chief Superintendent – equivalent to One-Star General, and given a post at the National Headquarters of BJMP. He was designated as Deputy Director, Directorate for Logistics.

His life is a journey towards more advancement and promotions. In 2015, he was again promoted to an executive post and was designated as Director, Directorate for Operations. He was assigned as Regional Director of the Jail Bureau of Region 12 in 2017, and in 2018, he was assigned as Regional Director of the Bureau of Region 6.

For his excellent performance and dedication, he was again promoted in 2019 and assigned as Director, Directorate for Program Development at the National Headquarters of BJMP.

Jail Chief Superintendent Joel S. Superficial was born on January 20, 1969 in Sta. Barbara, Iloilo – to Cesar and Rosalia Superficial. He is the youngest of four siblings. He proudly bears his Centralian character; believing that “Quality is Excellence”.
