Leading with passion and Central Spirit: Hon. Mark P. Palabrica’s journey towards excellence.
How does one transition from student life to shaping public policy? What experiences paved the way for their journey into the world of politics? And what vision do they bring to the community that resonates with their aspirations and goals?
Answers to these questions will be provided as we delve into the remarkable journey of Hon. Mark P. Palabrica, DMPM, Municipal Mayor of Bingawan, Iloilo, as we trace his steps from his formative years at Central Philippine University to his current position as a public servant. In his storyline, he has transcended the values and lessons he imparted from the Centralian community by becoming an esteemed leader of his municipality.
Hon. Mark P. Palabrica, DMPM is known for his boundless perseverance, determination, and passion from a young age, as he first set foot at the university with a vision to make a difference, not just for himself. During his Centralian years, he exhibited not only academic prowess but also a keen interest in public service, empowerment, and community engagement. It was in the Central that the seeds of his leadership were sown, nurtured by prominent individuals who recognized his potential and strength of will.
He graduated from Bingawan Central School in 1989 and took his secondary education at West Visayas State University Secondary Laboratory School in 1993. He took a Bachelor of Arts in Political Science (1997) and a Bachelor of Laws (2002) at Central Philippine University. He earned his Masters in Public Administration from Northern Iloilo Polytechnic State College in 2016. He was an academic excellence awardee of Guimaras State University as a Doctor of Management Major in Public Management graduate. He was a former SK Chairman of Brgy. Poblacion, Bingawan from 1996 to 2002. In the same municipality, he was the former SB Member/SKMF President (1996–2002), SB Member (2004–2007), Municipal Vice Mayor (2007–2016), and Municipal Mayor (2016–present).
Armed with a solid educational foundation, Hon. Palabrica embarked on a journey into public service, starting at the grassroots level. His initial foray into local governance saw him tackle issues that resonated deeply with the community. Inspired by the footsteps of his father, the late Mayor Zafiro S. Palabrica, his ability to bridge diverse interests and forge consensus became evident, earning him respect across political lines.
As for Hon. Palabrica, his journey began within the halls of CPU, where he pursued his passion for political science. He distinguished himself not only within the four corners of his classroom but also in some esteemed student organizations. His tireless efforts and innovative solutions garnered widespread acclaim, especially the recognition of Bingawan, Iloilo, as a 5-time Seal of Good Local Governance (SGLG) National Awardee. The Seal of Good Local Governance is the highest award given by the National Government to outstanding and best performing local government units established by virtue of RA 11292, otherwise known as the “Seal of Good Local Governance Act of 2019.”
Hon. Mark P. Palabrica’s story is a testament to how a Centralian can leverage his knowledge and experiences to effect meaningful change. As Bingawan, Iloilo continues to evolve under his guidance, Hon. Mark’s legacy will undoubtedly inspire future generations to embrace their potential as agents of positive transformation.
