RULES AND PROCEDURE
A. RATIONALE
The Outstanding Alumni of Central Philippine University Award is given by the University to her alumni who exemplified the University core values of faith, character, justice, stewardship and excellence in personal and professional life and in their exemplary service to the University and the community for at least ten (10) years. The award is given as the University’s way of recognizing her alumni’s achievements and providing a model-inspiration to other alumni, faculty, staff, students and the community.
B. WHO ARE QUALIFIED
1. Any alumnus/alumna of the University who has graduated in any of the following levels: Kindergarten, Elementary, High School, Baccalaureate or Post-baccalaureate degree.
C. NOMINATION RULES AND PROCEDURE
1. Any bona fide individual alumnus/alumna, duly organized and recognized alumni group, department/college of the university may submit only one nominee for the award.
2. Previous recipients of Distinguished and Outstanding Centralian Award are no longer qualified to this award. (Please see attached list of awardees)
3. The nominating person or group shall submit the following:
a. nomination letter or letter of endorsement,
b. consent of the nominee form,
c. Completely filled-out Selection for Outstanding Alumni of Central Philippine University Award Nomination Form.
4. All information related to personal and educational backgrounds, extracurricular activities, recognitions/awards received, accomplishments and involvements in community service and to CPU should be supported by documents. Supporting documents should be organized and labeled/numbered according to the labels and/or numbers and their sequence in the Nomination Form for easy reference of the evaluators.
5. All filled out forms and supporting documents may be submitted to the Selection Committee for the Outstanding Alumni of Central Philippine University Award through any of the following modes:

8. Qualifiers to the award will be notified after the approval of the CPU Board of Trustees. The date of the awarding will be determined by the CPU Board of Trustees.

The accreditors from PACUCOA and CPU officials posed for a photo after a two-day accreditation.
On March 2-3, 2022, the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) conducted a remote virtual accreditation (RVA) of the two programs offered by Central Philippine University. These are Bachelor in Medical Laboratory Science (BMLS) of the College of Medical Library Science and Bachelor of Library and Information Science (BLIS) under the College of Computer Studies.
The two-day program was filled with interviews and dialogue between students, faculty, and staff and the PACUCOA Accreditors. Document reviews and report writing were also done by the accrediting team. All activities were done virtually, and all files were submitted through Google drive. Interviews of students, faculty, and non-teaching personnel were done via Zoom.
The PACUCOA Accreditation Team is composed of Dr. Rosita L. Navarro, Chair; Dr. Supachai Basit; Dr. Teresita Calma; Dr. Rosita Santos; Dr. Andreline Ansula; and Engr. Christine Bautista. The areas covered in the accreditation of the two degree programs are Philosophy and Objectives; Organization and Administration; Instruction and Laboratories; Research; Library; Student Services; Social Orientation and Community Involvement; and Physical Plant and Facilities.
“The BLIS Program together with CCS would like to express our gratitude to the University Administration, headed by our University President, VPAA, VPFE, VPSA, and other service units together with our Quality Assurance Center for this opportunity to level up our BLIS Program. We share with the entire CPU aacademic community the strengths of our program and we make sure that recommendations will be taken care of,” Prof. Ana Mae B. Cantel, MLIS, Program Head of the BLIS Program and Prof. Ma. Christina A. Quijano, MSCS, CCAI, Dean of the College of Computer Studies said.
Dr. Corazon Porras, Dean of the College of Medical Laboratory Science also said that they are thankful that they were able to have all their documents subjected to checking and evaluation especially in the areas of faculty, instructions, and laboratories. She added that she is proud of her college for a job well done.
The results of the RVA will help the two degree programs in identifying their strengths and gaps in order to improve their delivery of instruction.
The accreditation activities of the University are handled by the Quality Assurance Center under Dr. Anna May Zerrudo, Acting Director and Prof. Sharlene Gotico, Acting Assistant Director.

For the first time amidst the COVID19 pandemic, an interactive virtual Leadership Training Seminar for recognized student organizations was conducted by the Student Development and Programs Office with CPU alumni, J Vincent Gasataya and Albert Jan Matthew Java as facilitators last February 19, 2022.
Gasataya and Java, the LTS facilitators are true-blooded Centralians, CPU Loyalty awardees, and were active leaders during their student days.
Gasataya, a Cum laude BS ECE graduate, was a regional finalist of the Ten Outstanding Students of the Philippines (TOSP) and was once the chairman of the TOSP- Victors while Java, a Cum laude BS Accty graduate, Alma Mater awardee and former CPU Republic president, was a national finalist in the TOSP, No. 2 awardee and leader in the Outstanding Students of Iloilo (TOSIA).
A representative of CPU Teatro, Sining, Atbp., Regimika Malunda said that the LTS was more than what she expected, for it was fun and informative reminding her about what a Centralian leader should be and allowing her to share her thoughts and take-aways with other student leaders.
“It was not the kind of leadership training I was expecting or should I say it was more than what I’ve expected. It was fun, informative, and it lets us engage with other leaders as well as with the facilitators. It gave us the opportunity to share our thoughts and take-aways. It guided me on how to handle the responsibility of being a leader to my org and it reminded me of what a Centralian leader should be,” Malunda said.
According to Danica Rose Zepansa of the CPU Association of Chemistry Students, the LTS taught her patience, the need to be always imaginative and objective, and to consider everything as a challenge to overcome.
Zepansa said, “I have learned patience in the activities. No matter how long, you must persevere to get the correct answer. Always be imaginative and objective to everything and treat everything not as a game but a challenge to overcome.”
In addition, Zepansa said that though it was difficult to converse online, we should not be afraid to speak up and make mistakes for the latter make us see what we should do.
“It was difficult to converse virtually but don’t be afraid to speak up, seek help and make mistakes. Mistakes let us realize what we should do, and time may come when we’ll get tired, but always keep in mind that it is just part of the process,” Zepansa said.
Edalrehce Abogadil Forro, a member of the CPU Realm of Aureum Phoenixes, shared that she enjoyed the LTS very much and was not bored even though it was done virtually because the facilitator Mr. Java was really good and super alive when he hosted.
“Super nag enjoy gid ko. I thought boring sya , kase virtual lang, pero sir Java is really good. Super alive mag host hahaha,” Forro said
Forro further said that she learned much from the training especially about the real meaning of teamwork and leadership, about herself through the Johari window activity and about the need to look at the bigger things so that more opportunities and ideas can be created.
“I learned a lot. Mas na understand ko lalo yung real meaning ng teamwork and leadership. And marami den akong realizations about myself, especially yung Johari window, super nakahelp sya para mas ma analyze yung self ko. And na learn ko rin na, hindi dapat mag focus sa maliit lang, it is better kung titingnan natin yung bigger things para mas maraming opportunities and ideas na mabuo,” Forro added.
Together with other participants, Forro was thankful for the opportunity to join the interactive leadership seminar.
“Thank you for this opportunity na makajoin sa ganitong seminar. I learned a lot,” Forro said.
The LTS is an annual activity conducted by the Student Development and Programs Office headed by its director, Dr. Margen Java, and it aims to enhance the leadership skills of CPU students.
This year’s event was attended by 57 representatives of various CPU student organizations – academic (33), special (10), religious (7), cultural (1), sports (1) fraternities (4), and CPUR (1), according to Ms. Artchel Madera, SDP secretary who served in the LTS Secretariat together with Ms. Ciarra Guilamo and Ms. Mary Joy Alonsagay.

Ms. Maria Ella Juliana S. Capanang is the first-ever recipient of the Amor E. Soqueña Scholarship.
A pillar of strength and a foundation of hope – Bachelor of Science in Nursing (BSN) student, Ms. Maria Ella Juliana S. Capanang, of Central Philippine University College of Nursing became the first-ever recipient of the Amor E. Soqueña Scholarship for CPU as she accepted the said grant during its presentation on February 24, 2022, at the Dr. Rex D. Drilon Building.
Having received this valuable support, Ms. Capanang is grateful and shared, “I’m very psyched up and motivated because this gave me a vision of what I would be like years from now. Through this scholarship, I also met people in the Mariano-Soqueña Foundation- people with the same passion for service as me, the same drive for volunteerism and integrity. That is why my happiness is overflowing.”
The Amor E. Soqueña Scholarship for CPU is a program that selects one incoming student from surrounding high schools who will receive a scholarship for full paid annual tuition to CPU for the duration of their studies every year until they graduate. It is one of the programs which comprised the Mariano- Soqueña Foundation that “aimed to help tomorrow’s youth in Hawaii and the Philippines succeed by creating opportunities through education, community service, and sports.” Amor E. Soqueña, herself, is also a Centralian alumna.
The presentation was attended by, Eugene Soqueña, Ryan Soqueña, Joe Awong, and Pat O’Brien from Mariano-Soqueña Foundation; Prof. Lena Giron, and Prof. Melba Sale of the CPU College of Nursing; and Ms. Capanang’s family members, Junalen Capanang and Erlinda Capanang.
Every day, a person strives to survive. Even if one is a believer that the most important help should come from within, it is during this moment – the giving of scholarship – which shows that God would remind him of the value of stewardship. As defined by CPU, stewardship is “the proper and responsible management of life, position, possession, and other resources entrusted by God to man” hence having received an award or in this case scholarship, a person is also given its corresponding responsibility. Ms. Capanang, in this light, puts it this way “With this scholarship, I am given an opportunity to use what was granted to me and ‘pay it forward’ someday.”

The Philippine Nurses Association Iloilo Chapter in Cooperation with Central Philippine University College of Nursing, Capiz Emmanuel Hospital and Iloilo Mission Hospital Nurses Alumni Association (CCINAA) held an online program via Zoom on February 12, 2022 (7:00AM to 12:00NN). This was in observance of the 3rd Nurses’ Day. This year’s theme of the event is “Ilonggo Nurses: Exploring the Challenges in Nursing and Health.”
The participants were expected to be updated with national and global developments in general, and nursing in particular, by the end of the four hour session.
The topics included gainful insights into the efforts in professional policy development in the nursing profession; development awareness of the global/national mental health action program and the role that nurses play.
The participants have to appreciate the importance of applying research outcomes into nursing practice; renew their enthusiasm to engage in continuing education programs.
The program started with a prayer, followed by the singing of the Philippine National Anthem and the Philippine Nurses Association Hymn. CPU President Dr. Teodoro C. Robles and Dr. Lea P. Alayon, Outgoing Governor, PNA Region VI delivered their words of welcome. Mr. Melvin D. Miranda, MAN, RN (National President, Philippine Nurses Association) delivered an inspirational message before the topic discussions.
Topic1: Nursing Towards Professional Policy development was discussed by CPU College of Nursing Dean Atty. Salex E. Alibogha. Topic 2: Bridging the Gap Between Nursing Research and Nursing Practice was discussed by Dr. Michael Joseph S. Dino, President Phi Gamma Chapter Sigma; Topic 3 : Nurses’ Role in the Global Mental Health Program was taken up by Ms, Frances Prescilla Cuevas, Chief Health Program Officer – Disease Prevention and Control Bureau (Department of Health) and Topic 4: Continuing Education Program for Nurses: An Update was taken up by Hon. Merle L. Salvani, Member Professional Regulatory Board of Nursing. An Open Forum followed after each topic discussion.
Mr. Ian Van Sumagaysay, Chair, NOMELEC, PNA-Iloilo presented the Newly Elected PNA-lloilo Board of Directors, House of Delegates and NOMELEC Officers. Mr. Franky F. Muzones, President, PNA-Iloilo delivered the Closing Remarks and Acknowledgements. Evaluation of the Activity followed.

Dr. Laurie N. Gottlieb of McGill University was the speaker of the webinar on Strengths-Based Nursing and Healthcare.
CPU College of Nursing (CPUCN), the First Nursing School in the Philippines together with the Central Philippine University, Capiz Emmanuel Hospital, and Iloilo Mission Hospital Nurses’ Alumni Association (CCINAA) facilitated the webinar on Strengths-Based Nursing and Healthcare (SBNH) with the theme: Caring, Compassion and Resiliency amidst the Pandemic, the CCINAA Strengths-Based Way.
Laurie N. Gottlieb, PhD, RN and a professor at Ingram School of Nursing, McGill University, Canada was the proponent of the Strengths-Based Nursing theory and also the resource speaker of the said event. This initiative on Continuing Professional Development was conducted in line with the celebration of the National Nurse’s Week celebration of the Philippines which is usually celebrated in the third or last week of October of each year. This is in line with the mantra of the Dean of the College- Atty. Salex E. Alibogha of, “Rise and Shine”- repositioning the College of Nursing during the pandemic.
The webinar was held on October 20, 2021 via Zoom web conference. It started with an opening prayer lead by Prof. Rona L. Idemne. Prof. Annalie D Gilongos, CCINAA president gave the opening remarks. Prof. Lena O. Giron introduced the speaker. Dr. Sarla F. Duller presented the CCINAA and CPUCN SBNH initiatives. After which, Prof. Herme A. Borlado facilitated the interactive forum. Ms. Elyssa D. Baldon, student council governor shared her insights with SBNH. Atty. Salex E. Alibogha, Dean of the CPUCN gave the closing remarks and Prof. Weni Marie V. Braza led the closing prayer.
The webinar was interactive wherein students from the Bachelor of Science in Nursing (BSN) program and Master of Arts in Nursing (MAN) program of the University gave their presentations on Strengths-Based Nursing and Healthcare. Dr. Gottlieb also shared valuable concepts and ideas with how Strengths-Based Nursing and Healthcare works and its application to the nursing profession in general. Also, during the open forum, there was a lively discussion with different questions raised by the participants and the speaker clearly answered their queries. A certificate of appreciation was given to the resource speaker as well as the presenters of the webinar after their interactive deliberations. The webinar ended with 452 active participants.
The College of Nursing has been adopting “Strengths- Based Nursing and Health Care” in coping with the challenges of the pandemic. More collaboration with Canadian Nurse’s Association has been explored. It can be previously recalled that the team was among the 12 countries who was also invited to share his insights on the CPUCN lived experiences on strengths – based nursing as framework for nursing education and practice last August, 2021 during the International Conference of the Canadian Nurses’ Association.
Behind this initiative are three active alumni from Canada and USA – Mrs. Maggie B. Calcetas- Class 1962, Mrs. Easter T. Arora- Class 1963 and Prof. Geoffrey C. Leysa- Class 1991.

Three coaches of the CPU Golden Lions were the first in Iloilo to finish the Fellowship of Christian Athletes Philippines (FCA) 3Dimensional Coaching + Course.
On February 17, 2022, 3 Coaches from Central Philippine University were awarded and presented with certificates for successfully completing the 3 Dimensional Coaching course offered by the Fellowship of Christian Athletes (FCA).
This course educates the coach in 3 levels- first level is Fundamentals which includes the body and physicality. The second level is Psychology which includes both the body and mind. Third and last is the Heart coaching the body, mind, and spirit to attain holism.
The CPU Coaches are Coach Aaron Paterno Blanca (Basketball), Coach Simplicio Gayoso Jr. (Table Tennis), and Coach Anthony Arnilla (Volleyball). They took the course online via 3dinstitute.com at their own respective paces and eventually finished forming their own unique transformational statements which will become their new coaching philosophy henceforth.
The results of 3D coaching for their future atheletes are: 1. They learn skills quicker 2. Work harder 3. Recover from injury faster 4. They are more adaptable to new conditions 5. Play at a higher level 6. Learn life lessons through sport.
Chaplain Liza Mayo, Regional Director for Western Visayas of FCA Philippines, crossed the seas from Bacolod City to grace the occasion and give updates on the new theme of FCA for the year 2022. City Councillor Rudolph Jeffrey Ganzon, a member of FCA, was also present to grace the occasion and share his visions for the Sports program of the City of Iloilo.
Mr. Edwin Laru-an, the Sport and Athletics Director of Central Philippine University was proud of the achievement of his 3 coaches. He also received the certificate on behalf of Coach Anthony Arnilla who could not make it to the event.
FCA Iloilo members include Pastor Jec Dan Borlado and Pastor RD Celeste who are both Centralians. Pastor Thor Ryan Naoquines, Coach Gonzalo “Butchie” Guzman, and Coach Eldrin Senieres were also present. The team invites more coaches to catch the vision “to see the world transformed by Jesus Christ through the influence of coaches and athletes.”

The Association of Deans of Philippine College of Nursing (ADPCN), Inc. recently elected its Officers and Board of Directors. Atty. Salex E. Alibogha, Dean, CPU College of Nursing has been elected Member of the Board of Directors for 2022.
Eight other elected board members come from different Universities across the country. Dean Mary Grace C. Lacanaria from St. Louis University of Baguio – with five other officers is this year’s elected President of ADPCN.

The Medical and Nurses Staff of CPU Medical Clinic.
The CPU Medical Clinic (reception center for inquiry and support on Covid-19), and members of the team are champions in responding to emergency needs of employees and students during the pandemic. Faced by challenges, these healthcare professionals do their best not only in fighting the disease – preventing it by medical protocols and services response to their patients. This also includes kindness and understanding at the other end of the line. Thanks to the effective Facebook Messenger communication response.
The COVID-19 pandemic has increased the challenge at the CPU Medical Clinic center. The clinic reception team chose to be the solution to the problem. It goes without saying that they too as Centralians, have maintained and sustained quality service during the pandemic. They are Doctors and Nurses with purple hearts and an enduring Central Spirit.
There are four Doctors and four Nurses on duty. They are Dr. Ma. Carmen S. Salcedo, MD, FPPS, Dr. Anabel Joy P. Sajo, MD, DPPS, Dr. Epifania A. Jinon, MD, FPAFP and Dr. Euniel A. Solinap, MD, FPPS; with Nurses Eires P. Azzuz, RN, Helen P. Alegrado,RN, Lita Q. Gajitos, RN and Maria Crescille M. Marigon, RN. Vergie Lyn L. Bertuso is the Secretary. They also provide an extra support to follow-up the Covid vaccination status of employees and students.
The following are objectives of the CPU Medical Clinic: 1)To deliver quality and efficient medical services by well-trained and competent medical and nursing staff 2) To promote health, prevent diseases and limit disabilities of students and CPU personnel.
The team’s role in Covid-19 Protocol includes examining most recent guidelines from LGU/National IATF, DOH, CDC, WHO and applies these in the context of CPU as an institution or community; recommend COVID Protocol amendments and addendum to existing COVID protocols regularly; facilitates implementation of COVID Protocols; issues RTW clearance; prepares health reports and participates in the evaluation of Health Protocols among others.
They have difficulties though, involving daily incidence and management. They are required speedy monitoring of Daily Health Monitoring Form and timely isolation of COVID suspects/contacts before they circulate in the campus and infect others. They have to manage fast contact tracing especially during the COVID surges and validate medical history or COVID exposure history of patients who are hesitant to disclose or untruthful of their medical history. They also deal with demanding patients, and unrealistic expectations of medical services by patients. Dealing with patients who are extremely stressed out; handling sarcasm, ridicule, insults are part of their experiences while in the performance of their duties. They work even if they are sick of Covid-19; they make themselves available 24/7 online for medical queries or teleconsults (even beyond clinic hours and holidays).

Here are some of the participants of the midyear Management Review which was well attended.
As part of the mandate of ISO 9001:2015, CPU conducted a midyear Management Review for the period ending December 31, 2021 last February 14 and 15, 2022. It was attended by 3 members of the Board of Trustees – Dr. Agustin A. Pulido, Dr. Carmen P. Santos, and Dr. Expedito Señeres. The Deans, Principals, Heads of Academic and Non-Academic units were also in attendance.
The Quality Assurance Center headed by Acting Director, Ana May A. Yap-Zerrudo and Acting Assistant Director Sharlene G. Gotico, laid down the following objectives for the said review: 1.
To review the status of University objectives as of December 31, 2021. 2. To gather inputs for the strategic plan. 3. To discuss the results of Customer Satisfaction Surveys.
A short meditation by Rev. Cris Amorsolo V. Sian, Senior Pastor, started the program. It was followed by the remarks of CPU President Dr. Teodoro C. Robles. He emphasized the need to comply with ISO requirements and thanked everyone for doing their part.
The rationale of the review and flow of activities for the two-day event was given by Engr. Dimpna C. Castigador, Director, Office of Institutional Advancement. It was followed by the reading of the previous minutes by Dr. Anna May Y. Zerrudo, Acting Director, Quality Assurance Center. The actionable items from the Management Review on October 27 and 29, 2021, were given emphasis as to what are the updates.
The presentation of reports was done with regards to the status of University Objectives as of December 31, 2021. The reports covered the period – August to December 2021. The report on Administration and Governance was given by Dr. Teodoro C. Robles. It was followed by a report on Quality of Teaching and Learning by Dr. Irving Domingo L. Rio, Vice President for Academic Affairs. Dr. Florence P. Bogacia, Vice President for Finance and Administration also reported on the status of the Finances while the report on Student Services was given by Dr. Esther Rose A. Romarate, Vice President for Student Affairs.

After a break, the report on Customer Satisfaction and Feedback from Relevant Parties was given by Dr. Lenny Rose P. Mucho, Member, Research Management Committee and Rev. Francis Neil G. Jalando-on, Director, Office of Communications.
The first day was ended with a lively Open Forum.
The second day started with a recap of the first day’s activities by Prof. Sharlene G. Gotico
Acting Assistant Director, Quality Assurance Center.
The reporting continued afterwards. Dr. Irving Domingo Rio gave the status of the Research while the status on Community Engagement and Service Learning was given by Engr. Levi Delos Santos, Director, Community Engagement and Service Learning.
The Physical Facilities report was given by Dr. Teodoro C Robles. He cited the developments in the campus in the last few months. Mrs. Novi Pascua, Auditor, Internal Quality Audit, share the
Status of NCs and Corrective Actions. She reminded everyone to finish some of the things that she pointed out.
Before the Open Forum, Engr. Dimpna Castigador gave Updates on Environmental Scanning, especially in the context where CPU is situated.
At the end, Dr. Anna May Y. Zerrudo made a Review of the Effectiveness of the QMS, and everyone present agreed that it is CPUs Quality Management System is adequate, suitable and effective.
Before the adjournment, the Over-all state of the University was given by Dr. Teodoro C. Robles. We thank God that despite the pandemic, we have many students who enrolled in the university.
After the Picture Taking, a Closing Prayer was given by Dr. Bernabe C.Pagara, Dean, College of Theology.

CPU faculty and staff who are alumni of the College of Commerce held a meeting at the Educational Media Center to discuss plans about the Commerce/CBA Grand Alumni Homecoming.
The alumni of the CPU College of Commerce, now College of Business Accountancy who are currently working as faculty and staff of CPU met on September 11, 2019 at the Educational Media Center to discuss about alumni activities.
The meeting was attended by 76 alumni and was presided by the Dean of CBA, Dr. Lorna T. Grande. During the discussion, CPU Vice President for Finance and Administration, Dr. Florence P. Bogacia suggested that the alumni who are in the campus will become the core group of the College of Commerce/CBA Alumni Association. Subsequently, the date of the reunion was approved by the body.
The date of the College of Commerce/CBA Alumni Association Grand Alumni Homecoming will be on February 9, 2020 (4pm onwards). This is the last day of the CPU Grand Alumni Homecoming 2020 on February 5-9, 2020. As of the moment, the following details are yet to be decided: Registration Fee and Venue.
