The Central Philippine University National Service Training Program (CPU NSTP), in partnership with REX Education and the Council of NSTP Educators of Region VI (CNER VI), hosted a lecture titled “Building Sustainable Mental Health Programs and Community-Based Interventions” on July 29, 2026, at the Conference Room of the Educational Media Center.

The program commenced with a prayer led by Mrs. Novi B. Pascua, CWTS Faculty, followed by the singing of the Philippine National Anthem. Ann Grazielle Arcenas, MMBM, CHED-NSTP Focal, formally welcomed the participants through her opening remarks, while Mrs. Jovelyn G. Bellosillo, Tertiary and Legal Material Advisor, introduced the guest speakers.

Serving as the first speaker, Iloilo City Councilor Atty. Sedfrey Cabaluna highlighted the importance of cultivating individuals whose character and well-being are valued as much as their professional success. He emphasized that true education extends beyond academic and career preparation, fostering compassion, integrity, and humanity as the foundation of responsible citizenship. Reinforcing this message, he stated, “Before we raise our children as professionals, let us raise them first as human beings.”

In the succeeding session, Prof. Raphael M. Ferrer, Assistant Professor of the University of the Philippines Los Baños, delivered a lecture on developing sustainable mental health programs and implementing community-based interventions. He emphasized the importance of collaborative, evidence-based approaches in promoting mental well-being and strengthening community support systems.

The lecture concluded with an open forum, providing participants with the opportunity to engage in meaningful discussions, exchange insights, and raise questions on mental health advocacy and effective intervention strategies.

The activity culminated in the awarding of certificates and tokens of appreciation to the guest speakers. The presentation was led by Mrs. Ann Grazielle Arcenas, MMBM; Elmer M. Albaladejo, EdD; Ms. Marianne Simone S. Morales; and Assoc. Prof. Annalie D. Gilongos, MN, RN, CPU NSTP Coordinator.  CNER VI President Elmer M. Albaladejo, EdD, then delivered the closing remarks, followed by the closing prayer led by Ms. Anya Mae Malumog, CWTS Faculty.

Ms. Chilou P. Batoon served as the master of ceremonies for the event.
