According to its website, the ranking was released by the Webometrics Ranking of World Universities, initiated by the Cybermetrics Lab of the Consejo Superior de Investigaciones Cientificas (CSIC), or the Spanish National Research Council. It is conducted by the Centro de Ciencias Humanas y Sociales (CCSH), which spearheads the quantitative analysis of websites, particularly those that generate and communicate scientific knowledge.

The Webometrics Ranking measures universities by web content volume and impact through external citations, specifically their respective Web Content Impact (number of external networks), Openness or Transparency (number of citations from top researchers), and Excellence (number of cited papers). Launched in 2004, it currently ranks 32,000 HEIs from more than 200 countries, which are updated every January and July of the year.

The Centralian community remains focused and committed to advancing its mission to contribute to societal development and foster academic innovation on both a national and global scale.
