PROGRAM DESCRIPTION

The Master in Public Administration is a professional public affairs degree ( With thesis) that will develop students’ knowledge, creativity, leadership skills grounded on ethics and  with  a good sense of judgment as future public servants, or working in non- profit organizations, such as non-government organizations, people’s organization, and even in the private sector. For those who are already working in those areas, the curriculum aims to further increase their skills in governance.

The Master in Public Administration is a current member of the Association of Schools in Public Administration (ASPAP), the ASPAP network is a rich pool of academic and institutional resources unified towards improving and enriching the instruction, research and practice of public administration and governance in the Philippines. The MPA program will undergo accreditation for Level III Status this December of 2019, to further strengthen its curriculum and becoming more competitive in its desire to improve governance.

 

In its pursuit for academic excellence combined with its higher social responsibility to the public in general, the new curriculum of the program is geared towards giving focus on some important concerns in the present society such as on health management, peace and security, environmental management, and on disaster risk reduction management, through requiring students to come up with a case analysis study based on their line of interest under the subject MPA 6221 “ Seminar in Governmental Management”, and the practical part is to require them to conduct regional conference focusing on these issues with the participation of most government agencies both local and national agencies, pooling their resources together for greater participation and democratic governance.

PROGRAM OBJECTIVES

  1. To enhance the understanding of concepts and background of public administration, and internalize the role of public servants for the effective delivery of basic services expected from public entities;
  2. To develop empowered and versatile leaders in the field of public or private administration, especially for senior officers/ managers.
  3. To facilitate the education and training of public/private managers in acquiring skills in management and for an effective and efficient program implementation.
  4. To serve as a research hub linking with the other sectors of the society in producing an evidence-based study, and become a repository of knowledge for an innovative governance.

MPA 611 Theory and Practice of Public Administration

This course deals with ideas, issues, and trends in public administration and the role of the bureaucracy, processes and techniques involved in the organization and management of national government and agencies.

 MPA 6101

Good Governance in Public Service

 It deals with the concepts, theories, principles of good governance, ethics of management and their application to actual situation prevalent in the organizations/ workplaces. It also focuses on the kind of responsibilities/ accountability of the public officials and employees, as well as laws and ethical codes that governs their behavior and practices.

MPA 601

Human Behavior

This course focuses on what can be learned from the social sciences to help managers meet the challenges of the 21st century. Topics include: organizations, corporate culture and socialization, groups and group conflict, communication skills information processing, power and politics in organizations, decision making in organizations, leadership and group effectiveness, motivation, and performance, individual and cultural differences, managing organizational change.

Human Resource Management in Public Organization

This course exposes students to various human resource management issues they encounter as managers, as well as to government’s manpower development policies and plans as they relate to public personnel in general and to selected agency manpower planning programs in particular . Forecasting for manpower needs at the agency level, and developing programs to meet such need.

MPA 6103

Philippine Local Governance and Reforms

This course generally covers five areas of local administration, namely: Management Systems, Development Planning, Local Fiscal Administration, Local Legislations , and Community Development/ Mobilization. It also exposes students to various reforms and innovations implemented in the national that affect the development in the local level.

Public Policy and Program Administration

This course deals with the concepts, methods, organization and processes of policy making, analysis and implementation, substantive, methodological and practical issues of public policy and implementation/ administration.

MPA 6221

Seminar in Governmental Management 

 This course is based on a case study approach wherein the students are required to focus on their line of interest like on health management, peace and security, environmental management, and on disaster risk reduction management. The practical part is requiring the students to conduct regional conference on current issues based on their specific interest, development trends, and special concerns of  the government in the Philippines setting.

MPA 613 Public Fiscal Administration

This course considers the nature of the development of public administration, conceptualizing public administration, administrative action, politics and public policy, administration responsibility, action and change sources of capital sources of debt, capital structuring the investment.

MPA 621 Research Methods in Public Administration

This course deals with the various types and methods of research commonly used by administrations, educators and social scientists. It focuses on problem identification and definition formulation of theoretical and conceptual framework and objectives and hypotheses, study design, sampling data collection, data processing, analysis and the interpretation and report writing.

MPA 713 Project Development & Management

This course deals with the systematic analysis, planning, implementation and evaluation of development projects.

This course introduces the students to the basic concepts, phases and methods of project development and management. This concerns the “line operations” of agencies
